Close but no cigar
BSNL is saying they do not want any floor price for operators without major marketshare. Some other operators are saying there should be no ceiling.
Both are wrong. BSNL wants to bleed more money in places like Delhi where it has almost no marketshare. Airtel and others who oppose any cieling are hoping they will be able to price-gouge customers and continue their war of attrition because banks are still willing to lend them money and DoT is not collecting spectrum charges.
Despite all the NPAs accumulated by the industry, nobody has learned any lessons.
FIXED PRICES! That is the only way for bank NPAs to be eliminated. Government should ensure that a portion of the revenue collected from customers is immediately and directly appropriated to banks from whom they have borrowed.
